As a result of the company's strong civil engineering background, O'Dell's planning department often has opportunity to prepare Public Facility Master Plans and Specific Plans. Naturally, these types of comprehensive planning documents have an emphasis on utilities and infrastructure. Our planning staff is able to produce high-quality, seamless documents that combine land use, zoning, and project development programs with the necessary utility, infrastructure and engineering analysis.

Entitlement Processing

O'Dell Engineering's planning department provides services for environmental documentation as well. Our staff prepares Initial Studies, Environmental Impact Reports, and the full range of CEQA documents in between. We maintain strong professional relationships with a variety of specialized technical consultants, who we team with as needed on a project-by-project basis.

Benefit and Finance Districts
Clients often require assistance with establishing and maintaining finance vehicles for facilities in California. Our experience includes development of assessment districts, special finance districts, and Mello Roos districts. We can assist clients to establish reliable defensible districts in today's turbulent finance climate.
